it's not strange, it's the government. The U.S. Dept. Transportation (DOT) has money to give small businesses who are trying to figure out how to sell their products and services to the government. This is how the government works. You don't have to understand it, you just have to use it. If you have a product or service to sell, see if you can get money to figure out how to sell it to the DOT.

Home Grants Program up to 10,000
this is a non-repayable grants/gifts program available to first-time homeowners to cover down payment and closing costs. Also provided are free Homebuyer Education Courses, free Balanced Budget Spending Plans, free Credit Counseling Services as well as Post Purchase and Homeownership Maintenance Counseling to any resident in North Carolina. Income is not a limiting factor; however, all applicants are required to take the two educational courses provided by Home Grants.
